The Ecoheat4EU project was devised with the aim to support the creation of well-balanced and effective legislative mechanisms to foster the development of modern district heating and cooling throughout Europe, and more specifically, in the fourteen countries targeted by the project. The specified Objectives of the Project are shown below.
Specific objectives of the project:
- Achieve transformations in the legislative/ policy frameworks of the target countries so that the specific needs of the national DHC sectors are better addressed.
- Provide DHC stakeholders in Europe with relevant information and analytical tools to assist them in their interactions with national policy-makers and to provide input for drawing up company strategies to boost the development of modern DHC systems.
- Increase understanding among EU policy-makers about the particular effects on DHC of the national implementation of 3 specified EC Directives, so that this understanding will serve present and future initiatives in the field of (district) heating and cooling.
- Achieve that the DH Barometer is consulted as a trustworthy source of information by national and EU policy-makers.
- Achieve wide communication on the project outcomes.
Strategic objectives of the project:
- Systematic policy attention will be attributed to the specificities of the heating and cooling markets at national and EU levels and, primarily, that in the target countries, and throughout Europe as a whole, more qualitative and well-informed support legislation will be introduced for DHC.
- DHC in Europe will expand and will contribute further to the attainment of the EU 2020 energy policy targets.
- The assumptions underlying the strategic objectives are that energy efficiency and increasing the share of renewable energy sources will remain a high policy priority throughout Europe and that policy-makers remain driven by the intention to realistically address the posed energy challenges.
