The only quotation referred to DH/DHC systems is:

“Improvement of the energy efficiency of thermal installation existing in buildings. In general will be 22% of eligible costs. In the case of control systems, remote management and energy accounting, the subsidy will be 35% of eligible costs. The maximum amounts are 10,000 € for single-family house, block of flats for 200,000 € and 200,000 € for district networks”.

The Purpose of the measure

The purpose of this measure is aim to improve energy existing installations in all the wide kind of energy installations are. From electrical installations (improving the quality of the electrical machines, also private electrical network) to thermal and building installations (remove the isolate of a building or add an external isolate to decrease the thermal demand of it).

In the region of Catalonia there is also an energy policy to decrease the energetic dependence of other countries, also to decrease emissions. As a transcription from the order:

“The energy consumption has bad repercussions in a lot of aspects as the progressive reduction of non renewable sources, the environmental impact of the most energetic sources or the investment of economic resources to the primary materials or other areas of low economic area.

The inefficient consumption of energy which causes the increase of the commercial deficit of the country, the companies’ competitive reduction, etc.

Must be promote an energy system with a more important contribution of renewable resources and should promote a more rational and efficient use of energy resources.”

Eligibility Criteria

The criteria DH/DHC systems had to accomplish to be able to have access to this subventions is being an existing installation and do an investment to improving the system, also to the works of buildings which want to connect to an existing DHC system.

The impact of this measure is to improve the energy efficiency of the global system talking about any kind of installation.

In this case, this measure tries to stimulate the connection of buildings to existent networks, also the new systems to existing systems or equipments.

Effectiveness of the measure

By the moment, it has had no success. One important thing to implant this kind of installation is the social one. The two latest years no one has presented a request to this convocation (to the district heating one).

The only quotation referred to DH/DHC systems is:

#1. Navarra & #2. Asturias:

“New DH/DHC systems for to give service to several buildings, as well as the reform and expansion of existing ones.”

#5. Andalucia & #4. Castilla la Mancha & #6 La Rioja:

“Are considered eligible costs:

New installations of DH/DHC or to give service a large number buildings as well as reform and expansion of existing ones. In each case shall be including generating equipment, the laying of pipes Transport Heat transfer fluids, systems regulation and control, and civil works directly assignable to implement them.

#3. Murcia

Subventions to the improvement of thermal installations in existing buildings through energy actions that achieve a reduction of the 20% of the conventional consumption by actions in buildings over 1,000 m2 surface, with respect to their heating installations, air conditioning and domestic hot water production, and to provide documentary proof.

#7. Valencia:

New installations of DH/DHC or to give service a large number buildings as well as reform and expansion of existing ones with at least an energy saving of a 20%.

The Purpose of the measure

The purpose of this measure is aim to improve energy existing installations in all the wide kind of energy installations are. From electrical installations (improving the quality of the electrical machines, also private electrical network) to thermal and building installations (remove the isolate of a building or add an external isolate to decrease the thermal demand of it).

The principle of these subventions are improving energy savings applying energy efficiency promoting a rational use of energy, renewable energy and quality of energy supply and all of this integrated with the environment protection.

With this purpose are functions of the agencies, ministries and energy departments the administration and management of grants and financial incentives for purposes of conservation, savings, diversification, development energy and renewable energies.

The criteria DH/DHC systems had to accomplish to be able to have access to this subventions is being an existing installation and do an investment to improving the system, also the new installations of DH/DHC systems in the 1,2,4,5 and 6 measures.

The eligibility criteria for the measures 3 and 7 are that the DH/DHC system can be both a new system as an existent one, also buildings connecting to an existing one, but the actions have to be justified documentary.

The subventions can be given to new installations.

Effectiveness of the measure

In some regions these measures, subventions, had success with the plan of DH systems like in the region of Murcia (measure #3) where is planning the DH for 462 housings.

In Valencia (measure #7) this measure has had success also and now a DHC system is being planned.

By the moment, in the rest of regions theses measures have had no success.

“Electricity, gas and District heating/cooling networks (DHC) need to be both complementary and compatible if a reliable energy-efficient system is to be obtained.

The natural gas network covers most of Barcelona. Network should continue covering new areas of the city.

This trend should be accentuated by the provision of new services which include: DHC, CHP, and other related with high-tech companies activities.”

“DHC systems represent an opportunity for providing better, more efficient services for District 22@8 and the Universal Forum of Cultures 2004. These services could later be extended to areas of high energy demand such as Sagrera, the Free Port, and the future area of law courts and related facilities. Solar-based electricity generation (PV) needs to be fostered at the Universal Forum of Cultures 2004 and then applied throughout the rest of the city.”

The Purpose of the measure

This Plan supposes a step forward because is a tool that clarifies and provides a range of information relevant for the future development of society and reacts to the analysis of this information.

This plan gives:

- Knowledge and analysis of the energy consumption.

- Knowledge and analysis of the energy demand.

- Knowledge and analysis of the local emissions and globally for any sector.

- Analysis of the energy state of the city.

- Pattern of actions dues to do after these analysis.

- Increase the quality of the current services.

- Develop tools to the decisions referents environment.

The impact of this measure is to improve the energy efficiency of the global system talking about any kind of installation.

In this case, this measure tries to stimulate the construction of DHC networks in the city of Barcelona, also the increasing of the existing networks and the connection of buildings to this existent networks.

Effectiveness of the measure

The first Improvement Energy Plan of Barcelona dates from the year 2002. In this plan DHC network were also aimed to construct.

As a consequence of this first plan, the urban planners of Barcelona constructed the network of Barcelona-SUD (characteristics of this at template part 3). This network has been constructed in three parts, the third one is still being constructed.

After that network, another three had been planned, one is being constructed and the other two are still in the planning phase.

So this plan has been extremely successful with the construction of 4 networks in the city of Barcelona.
