The Purpose of the measure

Political objectives to change the energy system to use more renewable hest in the heating sector, and build up a more flexible system.

Build out the DH systems in the 20 th. largest cities in Norway. Lack of infrastructure for DH a main barrier, large amounts of local renewable heat to be used. Different energy resources in each region.

Mostly for use of waste heat. Great investments in waste incineration plants to prepare for the prohibition of waste on land fills from 1.7.2009. Waste heat to DH in 6 cities, investments for double capacity and investments for new plants in 5 other cities.

Eligibility Criteria

Support to DH infrastructure to receive waste heat.

Support to build up DH infrastructure in large cities with no previous DH, based on renewable energy.

Support should release investments, that would not be released otherwise, i.e. to the less profitable

The planning has been done in dialog with the DH sector.
The energy authority Enova has a good comprehension of the sector and skills for managing the support system.
The support has given investments in infrastructure that would never have started in 2009, due to the financial crisis.
DH extension or new DH grid in 12 larger cities.

Investment support for small scale renewable heat production.

Regulated by the state aid regulations, max 30% support pr company, in average 15-20% support.

2008: 150 mill NOK / 18 mill euros

2009: 350 mill kr NOK / 41 mill euros

The Purpose of the measure

Ref political policies of energy efficiency and using renewable heat, better security of supply with an energy flexible system. Reduce use of electrical heating.

Political goals of 25 new TWh of renewable energy in 2020. We are working for a specific goal for renewable heat/ DH.

Support building of production plants for DH to use local, renewable heat, mostly waste heat, but also industrial surplusheat , and biomass from forest waste, agricultural waste, wood shippings and pellets, and industrial heatpumps based on sewages or seawater.
