To give the companies a possibility to expand DH in cities, and to be more profitable with more customers. To promote DH for the security of supply and a more energy flexible system |

Impact of Measure |

The purpose of those measures are positive for DH, and also the propositions, but the formulations in the law are not clear for use of the exemption of connection duty, so the guidelines might be negative in some way. This is a working area for NDHA. The actual technical guidelines to § 66a of PBA, is functioning ok. |

Effectiveness of the measure |

The connection duty is important for new areas and new buildings, but is not important for existing buildings. Norway is still in the construction phase of DH, and we still need a regulation of the sector to expand, both for the prices and for the connection duty. A deregulated DH sector will be less efficient. There is still a competition for all existing buildings. |

Monitoring of, & Input to National Renewable Energy Action Plans |

RES-directive not adapted in Norway yet, but negotiations about the obligations finished in spring 2010. Norway have 70% renewable energy, but will still have the same obligations of 10-20% increase of renewable energy in the system. Renewable heat is a factor we promote. There will be made National Renewable Energy Actions Plans in 2010 |

Green certificate system for renewable electricity to join the Swedish system to get a broader market. Renewable heat will not be a part of this system. |
