Quotations from the measure

The measure is in good agreement with the 2002/91/EC EPBD Directive. It may be noted that its practical application has been issued with a relevant delay.

The measure, carried out at national scale, deals in particular with:

- Methodology for the evaluation of the integrated energy performances of the buildings,

- Application of minimal energetic requirements of buildings,

- General criteria for the energy certification of buildings,

- Periodic inspections criteria of HVAC plants,

- Information dissemination to final users and training of technical operators

Furthermore, the measure states the related functions of the Regions and of the autonomous Provinces of Trento and Bolzano and their obligation to report regularly to the central administration the results obtained.

The Purpose of the measure

The measure has the scope to improve at national scale the energy performances of buildings in order to promote the application of renewable energy sources, the rational utilisation of energy, the diversification of primary energy sources and to limit the global emissions of GHG, as required by Tokyo protocol. Moreover the measure is expected to boost competitiveness and technological developments in advanced sectors.

The measure is expected to have a major positive impact on:

- The overall concept and design of the building,

- The integration of renewable energy sources,

- The thermal performance of the envelope and of the windows,

- The performance of heating, cooling and ventilation plants,

- The automatic thermal regulation system,

- The lighting design and control system,

The demand side management.


The impact of the measure on DHC

The measure doesn’t have any explicit impact on the development of DHC systems and it doesn’t contain any specific legislative or economic provision for this technology

Quotations from the measure

The measure is in fair agreement with the 2004/8/EC Directive on the promotion of cogeneration based on useful heat demand in the internal energy market.

However, the methodology for determining the efficiency of the cogeneration process of Annex III 2004/8/EC Directive, defining high efficiency cogeneration criteria will be adopted in Italy only starting from 1/1/2011.

The measure, carried out at national scale, deals in particular with the cogeneration plant characterized by high efficiency (75/80 % overall efficiency) and with an electricity production at least of 50 MWh/year.

The benefits expected from the measure are presently applicable only if the plant has obtained a guaranteed origin certificate, released by GSE Spa (Electric Services Management Company), containing the following information:

- Location of the plant

- Used technology

- Primary fuel used for electricity production

- Monthly utilization of fuel

- Monthly related electric energy production

- LHV of the fuel utilized

- Use of the heat cogenerated.

Explicit mention to DHC is provided, extending the benefits of the measure to the DHC plants equipped with high efficiency cogeneration systems.

The authority for electricity and gas has defined in detail the eligibility criteria for high efficiency cogeneration, in force until 31/12/2010.

In the near future the Central Administration will define further support criteria to subsidize cogeneration plants taking into account the following elements:

- Electric power

- Overall plant efficiency

- Useful heat produced

- Innovative aspects of the plant and the use of heat (DHC use)

- Specific utilization in agriculture (greenhouse, etc.)

- Energy saving obtained and their continuity in time

- Type of fuel utilized

- Polluting and GHG gas emissions.

The Purpose of the measure

The measure has the scope to improve at national scale the overall energy efficiency, security of supply and reduction of polluted emissions.

The measure is expected to have a major positive impact on:

- The development of small, medium and large size plants with higher/advanced technology standard (gas turbine, diesel motors, organic Rankine cycle, fuel cells, sterling motors, etc.)

- The development of better (high efficiency, low cost) heat transport and distribution systems

- Optimisation of the distributed power stations and optimisation of the control systems

- Optimisation of geothermal heat utilization (in cogeneration) and use of biomass and wastes.

However the effective application of the measure requires a more complex organisation and may involve additional investment and management costs.

The impact of the measure on DHC

The measure may have a positive impact on the development of a DHC systems only if they are equipped with a high efficiency cogeneration plants and/or they are fuelled with renewable energy sources.

Quotations from the measure

By this law, the National government is committed to implement before 12 December 2010 the Waste Directive 2008/98/EC.

This implementation will require the revision of the law DL152/2006 on Environmental Norms and particularly its Part IV (Norms related to waste management and remediation of polluted sites).

The Purpose of the measure

It is expected a more stringent definition of the term of waste, and namely the borderline with the concepts of sub product and secondary feedstock, the concept of recycling, recovery and the principle of waste life cycle.

Impact of Measure

The measure doesn’t have any explicit impact on the development of DHC systems and it doesn’t contain any additional specific legislative or economic provision for this technology with respect to conventional thermal plants or combined heat and power plants using waste as primary fuel.

However for DHC systems fuelled with wastes, it can be expected a negative effect on

planning, generation and organization, due to more stringent pollution regulation in the domain.

The measure, tuned on 2006/32/EC Directive on Energy Services, is addressed to service providers aimed at the promotion of Energy efficiency, to Energy distributors, to the managers of energy delivery and to retail energy traders, to final users.

It is stated in the measure that the term “energy” should be referred to: electricity, fuels (fossil and renewable), any fuel for heating and cooling, as well as district heating and district cooling.

The Purpose of the measure

Within the liberalisation and implementation of the energy market, the measure is promoting market instruments to achieve higher energy efficiency in energy utilisation. The explicit mention of DHC open the way for possible subsides (white certificates) if effective energy efficiency improvements are demonstrated. Moreover, heat generation with renewable primary sources is eligible for green certificates.

Impact of Measure

The measure may have an impact on the development of DHC systems in the case that effective energy efficiency improvements are achieved.

Effectiveness of the measure

The effictiveness of this measure is related to the juridical status of the heat distribution grid as a “local public interest service”. In this case the cost of the distribution network could be partially supported by public funds.

The measure is in good agreement with 96/61/EC Directive. However, it should be noted the long transposition delays.

The measure regulates the emission, the renewal or the assessment of the integrated environmental authorization allowing the operation of specific plants, as identified in the directive, in particular thermal and power plants based on combustion processes with generation power exceeding 50 MWth for heat generation and 300 MWth for electricity generation.

The Purpose of the measure

The measure has the scope to prevent or reduce the pollution generated from identified industrial activity in order to achieve a high level of environmental protection.

Impact of Measure

The measure doesn’t have any explicit impact on the development of DHC systems and it doesn’t contain any additional specific legislative or economic provision for this technology with respect to conventional thermal plants or combined heat and power plants.
